Abstract
The international community has developed a number of international legal
norms that regulate relations in education, taking into account the great place of
education in the development of society and Human Development. The Universal
Declaration of human rights, adopted by the UN General Assembly in December
1948, recognized the right of each person to education and confirmed the principles
of non-discrimination in this regard. In the field of education, it was emphasized that
any discrimination is considered a violation of human right
